Executive Summary
The Bullhorn Blackout and the Staffing Leadership Shuffle: Before you dive into this week’s intelligence digest, here are the macro trends actively reshaping our industry today:
Hospital Consolidation Keeps Accelerating: Kaiser-backed Risant Health’s definitive agreement to acquire INTEGRIS Health, Oklahoma’s largest nonprofit health system, confirms Risant is building an aggressive platform strategy that resets staffing procurement at every system it absorbs.
Staffing C-Suite Turnover Continues: AHSG’s Trio Workforce Solutions names Josh Vesely Chief Growth Officer while Knox Lane-backed All Star Healthcare Solutions names former AMN and AHSG executive Kelly Rakowski CEO, proving the locum tenens and VMS/MSP executive talent market remains in active motion.
Staffing Demand Holds Steady: The SIA/Bullhorn Staffing Indicator confirms US staffing hours stayed up 11 percent year over year for the week ending October 10, a pace consistent with recent weeks and a strong data point for Q4 contract negotiations.
Single-Vendor Platform Risk Turns Real: Bullhorn’s October cyberattack took the ATS and CRM that more than 10,000 staffing firms depend on offline for days, proving single-vendor technology concentration is now an operational risk every healthcare staffing executive must model.
Italy’s AI Hiring Rule Arrives: Italy’s Article 41 requires a human decision-maker in AI-assisted employment decisions effective October 23, demanding immediate compliance from any healthcare staffing firm with Italian operations or clinician placements.
Dive into this week’s digest below to see exactly how the market’s biggest players are navigating these shifts.

Previously covered: Our September 18 issue reported dual ransomware claims against Interim HealthCare, verified by the cybersecurity publication TEISS, with no confirmed victim count.
Why it matters this week: DataBreach.com has now published a formal analysis quantifying the breach at roughly 1.34 million individuals, a figure sourced to the attackers and not yet confirmed by the company.

Bullhorn, the ATS and CRM behind more than 10,000 staffing firms, took its platform offline after an October 17 cyberattack. Its Talent Platform was restored by October 22, but Back Office remained down, and Bullhorn has not determined whether data was accessed. On Our Radar
These are the developments we are tracking closely heading into next week and why they matter for the sector.
Bullhorn’s Forensic Findings: We are watching for Bullhorn to determine whether customer data was exfiltrated in its October cyberattack by January 21, 2027. A confirmed exfiltration involving protected health information would trigger HIPAA notification duties for any healthcare staffing firm that routes clinician data through the platform. Source
All Star’s First Enterprise Win: We are watching for All Star Healthcare Solutions to name its first enterprise health system MSP or managed program client under new CEO Kelly Rakowski by January 21, 2027. The announcement would confirm whether Knox Lane is building All Star into a full-service enterprise workforce partner rather than a specialized locum tenens platform. Source
Radar Check-In
Updates on items we flagged in earlier issues.
On July 10 we flagged Rick Jackson’s gubernatorial run and the Jackson Healthcare succession question it raises. A new AJC/University of Georgia poll published October 20 shows the race still a dead heat, with Jackson leading Bottoms 46 percent to 45 percent. Source
On July 24 we flagged the H-1B supply gap and fee pressure on international nurse staffing. The federal government appealed a California ruling against the $100,000 H-1B fee to the Ninth Circuit on October 9, and as of October 21 two federal courts have blocked the fee while one has upheld it, with all three rulings now on appeal. On July 31 we flagged Interim HealthCare’s cyber exposure. DataBreach.com published a formal analysis this week quantifying the breach at roughly 1.34 million individuals, a figure that comes from the attackers and remains unconfirmed by the company. Source
